The Owner Operator Pathway to Canada begins with a temporary work permit.

You must first set up or purchase a business as either a sole proprietorship or with a controlling share in a business, i.e. no one can fire you. You must actively participate in the day-to-day running of the company.

Your Canadian company hires you to run it and applies for a temporary work permit so that you can head to Canada (your family is eligible to accompany you). Working in Canada on a temporary work permit may improve your chances of permanent residency. In order to get a temporary work permit your company must apply for a labour market assessment, but there is no need to advertise your position to Canadian citizens or permanent residents.
 
There is no set investment amount (but it has to make sense to a visa officer).
